BELGRADE, Thursday, March 26, 2015. - No Conditions for Public Supply Price Change

The Energy Agency has been informed in a letter sent by the Ministry of Mining and Energy as of March 23 that gas wholesale price in the second quarter of 2015 will amount to 383.57 USD/1000 m3. Final customers’ price which has been applicable since March 2015 has been established on the basis of the previous wholesale price of 405.80 USD/m3. The relevant Dollar exchange rate for the calculation of Dinar prices has been increased since the previous modification from 108.01 to 111.82 RSD/USD and, therefore, the wholesale price given in RSD has been modified from 43.83 to 42.89 RSD/m3, i.e. less than 3% which means that there are no conditions for a change in gas price for households and small customers.


BELGRADE, Thursday, March 12, 2015. - Natural Gas Transmission Use-of-System Charge Changed

As of February 1, 2015, natural gas transmission use-of-system charges in Serbia will be established in the same manner as it is done in the European Union since our procedures have been harmonised with the EU directives. In addition, the correction of the share of fixed and variable costs in the total price structure has been done, thus adjusting them to the actual situation and European practice, i.e. fixed costs account for 70% and variable 30% (it has been the opposite so far). This change has resulted in considerable increase in capacity price (which covers fixed costs) but the share of energy source price in transmission costs proportionally reduced.


BELGRADE, Monday, February 02, 2015. - New Gas Prices as of March 2015 due to Dollar Rise

Although natural gas procurement prices (in Dollar) have decreased by 8.6% in the first quarter of 2015, new, higher gas public supply prices will be introduced as of March 2. This modification is on stage due to Dollar rise of 16.8% since the last price modification. After the figures were confirmed, the Council of the Energy Agency has given approval to decisions on new prices to management bodies of 33 public suppliers.

On the session held on January 30, 2015, the AERS Council has approved the Decision on Amendments to the Natural Gas Transmission Network Code adopted by the Supervisory Board of the Public Enterprise “Srbijagas” Novi Sad on January 26, 2015.


BELGRADE, Sunday, February 01, 2015. - Approval of Amendments to Electricity Distribution Network Code

On the 287th session held on January 30, 2015, the Council of the Energy Agency of the Republic of Serbia has approved amendments to the Electricity Distribution Network Code of the following electricity distribution companies: “Elektrodistribucija Beograd”, Belgrade, “Centar” Kragujevac, “Elektrosrbija” Kraljevo, “Jugoistok” Niš and “Elektrovojvodina” Novi Sad. The amendment relates to setting consumption profile for households and other customers which have their electricity consumption metered on monthly basis.


BELGRADE, Sunday, February 01, 2015. - Approval of „YUGOROZGAS-TRANSPORT“ Natural Gas Transmission Network Code

AERSOn the session held on January 30, 2015, the Council of the Energy Agency of the Republic of Serbia has adopted Natural Gas Transmission Network Code of „YUGOROZGAS-TRANSPORT“, LLC, Niš. The Code regulates principles and procedures for development planning, conditions for connection to the transmission system, metering, natural gas quality scope, transmission system facility maintenance, exchange of data with neighbouring system operators and procedures in case of disruption.


BELGRADE, Sunday, February 01, 2015. - Approval of Natural Gas Distribution Network Code

The Council of the Energy Agency of the Republic of Serbia has approved natural gas distribution network code of 18 distribution system operators. The code regulates distribution network planning method, technical conditions for connections, access to the system, metering with defined metering devices, facility maintenance, procedures in case of disruption, system users’ obligations, etc. The code is an important segment of legislation which creates conditions for natural gas market opening. The Code regulates the relations between the distribution system operator and system users.


VIENNA, Thursday, January 29, 2015. - EnC Secretariat Publishes Guidelines on the Independence of National Regulatory Authorities

On Wednesday, the Energy Community Secretariat has published guidelines on the establishment of functional, political and financial independence of national regulatory bodies. The independence is one of the stipulations of the Third EU Energy Package that the Contracting Parties of the EnC Treaty are obliged to implement. The implementation of these guidelines within each Contracting Party will be the basis for the Secretariat’s assessment on a Party’s compliance with the provisions of the Treaty establishing the Energy Community in this field, the Secretariat’s statement read.

The representatives of the national Energy Regulatory Agency (ERA) of Montenegro have visited the Serbian Energy Agency (AERS) on December 11, 2014. On this occasion, they have exchanged experience within their scope of work, in particular in the fields of energy market opening and other obligations arising from the European Union legislation, assumed by the Energy Community membership.


BELGRADE, Wednesday, December 10, 2014. - Approval of Agreements between Transmission System Operators of Serbia, Bosnia and Herzegovina and Romania

On the session held on December 10, 2014, the Council of the Energy Agency of the Republic of Serbia has approved agreements between the transmission system operators of the Republic of Serbia, Public Enterprise “Elektromreža Srbije (PE EMS) and the transmission system operators from Romania (TRANSELEKTRIKA) and Bosnia and Herzegovina (NOS BiH) on cross-border capacity allocation and the access to cross border capacities for 2015.


BELGRADE, Wednesday, December 10, 2014. - Approval of PE “Srbijagas” Natural Gas Distribution System Code

The Council of the Energy Agency has approved PE “Srbijagas” Natural Gas Distribution System Code. The Code regulates the relations between the distribution system operator and system users. The Code is a very important component of the legislation which creates conditions for natural gas market opening. It will contribute to a free access and equal treatment of system users and to more rational development and more efficient use of the system.


BELGRADE, Monday, November 17, 2014. - AERS Council Approved Non-Discrimination Programme of „Yugorosgaz-Transport“, LLC Niš

AERS Council has approved Non-Discrimination Programme of „Yugorosgaz-Transport“, LLC Niš, after they have assessed it has been harmonized with the provisions of the Energy Law. Adopting the programme, „Yugorosgaz-Transport“, LLC, Niš has complied with their duty to define more closely the rules and measures for non-discriminatory treatment of natural gas transmission customers. At the same time, inter alia, conditions for independent decision-making and impartial and separate operations from its founder „Yugorosgaz“, JSC, Belgrade have been created.


BELGRADE, Monday, November 17, 2014. - АЕRS Approved Agreements between PE “EMS” and Transmission System Operators of Hungary, Bulgaria and Croatia

On the session held on November 17, the Council of the Energy Agency of the Republic of Serbia has approved agreements between the transmission system operator of the Republic of Serbia, Public Enterprise “Elektromreža Srbije” – PE EMS and the transmission system operators of Hungary (MAVIR), Bulgaria (EAD) and Croatia (HOPS) on the procedure for cross-border capacity allocation and access to cross-border transmission capacities for 2015.

The Council of the Energy Agency of the Republic of Serbia has approved Amendments to Electricity Market Rules which were drafted by the PE „Elektromreža Srbije“. Amendments provided for the harmonization with the Energy Law, Decree on Conditions for Electricity Delivery and Supply, Transmission System Code, rules on cross-border capacity allocation and UCTE (ENTSO-E) Operation Handbook.


BELGRADE, Tuesday, September 30, 2014. - Energy Community Secretariat Director on Serbia’s Progress in EU Energy Integration

On the session held on September 30, the members of the Committee for Economy, Regional Development, Trade, Tourism and Energy of the National Assembly of the Republic of Serbia have discussed Serbia’s progress in the EU integration in the energy field. On the occasion, the 2013-2014 Annual Implementation Report which was presented by the Director of the Energy Community Secretariat, Mr. Janez Kopač previously, has been presented to the Committee members.


BELGRADE, Tuesday, September 23, 2014. - Heating Costs of Average Apartment – 2014/2015 heating season

AERSThe highest heating costs during 2014/2015 heating season (based on gas prices from October 2014 and prices of other energy sources from September 2014) will be borne by households using heating oil, propane butane gas and electricity directly in heating devices and boilers for central heating. They should earmark RSD 209,000 for heating oil, RSD 125,000 for propane butane gas, i.e. RSD 107,000 for electricity for the purchase of energy sources or energy which is necessary for heating an average apartment in winter season. For those using natural gas for heating purposes, costs are two or three times lower and they amount to RSD 56,000.


VIENNA, Thursday, September 18, 2014. - Energy Community Secretariat: Crucial Role of Independent Regulators

AERSOn September 18, the Energy Community (EnC) Secretariat has published the Implementation Report. The Report assesses the progress achieved by the Energy Community Contracting Parties in implementing the Energy Community acquis communitaire in the period from September 2013 to August 2014. This year’s report for the first time focuses on the performance of national regulatory authorities. The Report highlights that “strong and independent regulators is one of the crucial elements of the Third Energy Package, which will come into force on 1 January 2015 in the Energy Community”.


ATHENS, Wednesday, September 17, 2014. - Joint Roundtable between Energy Community Regulators and Mediterranean Regulators

The Energy Community Regulatory Board (ECRB) and the Association of Mediterranean Energy Regulators (MEDREG) held their first joint roundtable in Athens, Greece, with a strong focus on investment promotion and customer protection, which are key priorities for both regions. On this occasion, it was highlighted that the exchange of information and expertise among regulatory associations helped improve the transparency and efficiency of energy markets while reducing barriers to investments in the member countries of these two geographically close regions.


BELGRADE, Thursday, August 07, 2014. - Methodology for Setting Electricity Public Supply Prices

AERSOn its session held on August 6, 2014, the Council of the Energy Agency has adopted the new Methodology for Setting Electricity Public Supply Prices. In comparison to the previous Methodology, certain adjustments have been made in line with the process of electricity market opening. These amendments to not influence the public supply price level.

 On its session held on July 18, the Council of the Energy Agency has adopted a new Methodology for Setting Natural Gas Public Supply Prices.

The adoption is aimed at the establishment of a single regulatory framework harmonised with the EU directives and the national legislation which enables natural gas public supply at regulated prices to the customers entitled to in in line with the Law in a transparent and non-discriminatory manner.

BELGRADE, Tuesday, June 24, 2014. - Decision on Regulatory Accounting Records Adopted

On its session held on June 24, 2014, the Council of the Energy Agency of the Republic of Serbia has adopted a Decision on Method, Procedure and Deadlines for Accounting Records Keeping, Unbundling Accounts for Each Activity and Submission of Data and Documentation Relevant for Regulation. This Decision more closely defines the method how energy entities which apply regulated prices which are approved by the Agency organise accounting activities, keep business records and perform unbundling accounts for each activity.
