The Energy Agency of the Republic of Serbia submitted the Energy Agency 2012 Report to the National Assembly. The Report includes the report on the state-of-play in the Serbian energy sector related to the jurisdiction of the Agency and the report on the activities and financial operations of the Agency. The Serbian energy sector report includes the review of the state-of-play and the activities in the fields of electricity and natural gas markets and partly oil and oil derivatives field, security of electricity and natural gas supply, steps taken in the field of activities of general interest and protection of electricity and natural gas customers.

On March 29, 2013, the Public Enterprise “Srbijagas” announced public consultation for the document Natural Gas Transmission System Code. The Code is an important document which provides the establishment of the natural gas market and its functioning and regulates the issues related to transmission system connections, the work of the transmission system operator and the relations between system users and the transmission system operator.

The Energy Community Secretariat (ECS) announces the beginning of the period of public consultations on the list of potential Projects of Energy Community Interest (PECI) in electricity, natural gas and oil fields. The projects should encourage market integration and opening, security and continuity of supply and provide cross-border advantages in several Contracting Parties at the same time.

The Energy Agency has approved new electricity transmission use-of-system charges to the Public Enterprise “Elektromreža Srbije”. As of March 1, 2013, the total average charge will amount to 0.435 RSD/kW/h, i.e. the increase will amount to 29% as opposed to 37% increase which was applied for in early December 2012.

Georgia has addressed the Presidency in Office of the Energy Community (EnC), the Republic of Serbia, with a full EnC membership application. Georgia has been an Observer to the EnC since December 2007 and its accession would move the EnC borders to the east shore of the Black Sea, EnC Secretariat in Vienna said in a statement

Natural gas public supply prices were approved to 31 gas distributer by the Agency Council. Average increase (VAT free) as of February 2013 amounts to 8.6% for households and 9.5% for all customers connected to the distribution systems in Serbia. New PE “Srbijagas” prices were previously approved by AERS as well. 

On January 2, the Energy Community launched public consultations on the outlines of the Social Strategy, which could be adopted at the Energy Community Ministerial Council meeting in October 2013, in Belgrade. The Strategy could be adopted upon the debates are being held on the PHLG level, EnC Secretariat in Vienna stated. Public consultations are aimed at collecting the views of companies, governments, regulatory bodies and other parties on two groups of issues - the affordability of energy to various consumer categories and the social dialogue among the partners in the energy sector.

On December 26, 2012, the Council of the Energy Agency of the Republic of Serbia adopted a new Methodology  for Setting Natural Gas Use-of-System Charges. The Methodology is harmonised with the 2011 Energy Law and published in the “Official Gazette of RS”, No. 123/12

On December 19, the Council of the Energy Agency of the Republic of Serbia approved Electricity Market Code which was drafted by the PE “Elektromreže Srbije”. One of the most important and most complex bylaws has been completed after enduring work, set of amendments, corrections and harmonisation being made and upon public hearing procedure.
