BELGRADE, Monday, October 27, 2014. - Approved Amendments to Electricity Market Rules

The Council of the Energy Agency of the Republic of Serbia has approved Amendments to Electricity Market Rules which were drafted by the PE „Elektromreža Srbije“. Amendments provided for the harmonization with the Energy Law, Decree on Conditions for Electricity Delivery and Supply, Transmission System Code, rules on cross-border capacity allocation and UCTE (ENTSO-E) Operation Handbook.


BELGRADE, Thursday, October 16, 2014. - New Gas Prices as of November due to Dollar Strengthening

AERS

The Council of the Energy Agency has approved new natural gas public supply prices for 32 public suppliers. These prices will be applied as of November 15 for households at the earliest and as of November 1, 2014 for other customers. Average public supply prices increase for all customers will amount to 3.6% for all customers and 3.3% for households. New average gas price in Serbia will amount to RSD 45 for all customers and RSD 49 for all households per m3 (VAT free).


BELGRADE, Tuesday, September 30, 2014. - Energy Community Secretariat Director on Serbia’s Progress in EU Energy Integration

On the session held on September 30, the members of the Committee for Economy, Regional Development, Trade, Tourism and Energy of the National Assembly of the Republic of Serbia have discussed Serbia’s progress in the EU integration in the energy field. On the occasion, the 2013-2014 Annual Implementation Report which was presented by the Director of the Energy Community Secretariat, Mr. Janez Kopač previously, has been presented to the Committee members.


BELGRADE, Tuesday, September 23, 2014. - Heating Costs of Average Apartment – 2014/2015 heating season

AERSThe highest heating costs during 2014/2015 heating season (based on gas prices from October 2014 and prices of other energy sources from September 2014) will be borne by households using heating oil, propane butane gas and electricity directly in heating devices and boilers for central heating. They should earmark RSD 209,000 for heating oil, RSD 125,000 for propane butane gas, i.e. RSD 107,000 for electricity for the purchase of energy sources or energy which is necessary for heating an average apartment in winter season. For those using natural gas for heating purposes, costs are two or three times lower and they amount to RSD 56,000.


VIENNA, Thursday, September 18, 2014. - Energy Community Secretariat: Crucial Role of Independent Regulators

AERSOn September 18, the Energy Community (EnC) Secretariat has published the Implementation Report. The Report assesses the progress achieved by the Energy Community Contracting Parties in implementing the Energy Community acquis communitaire in the period from September 2013 to August 2014. This year’s report for the first time focuses on the performance of national regulatory authorities. The Report highlights that “strong and independent regulators is one of the crucial elements of the Third Energy Package, which will come into force on 1 January 2015 in the Energy Community”.


BELGRADE, Thursday, September 18, 2014. - Activities on Incoming Second Phase of Natural Gas Market Liberalisation

On September 18, the Energy Agency of the Republic of Serbia has organised consultations – meeting during which obligations and activities related to the incoming second phase of natural gas market liberalization have been considered. Representatives from 14 distribution companies have attended the meeting. Another meeting will be organised by the Agency for the remaining number of companies out of 33 licenced gas distributors in total.


ATHENS, Wednesday, September 17, 2014. - Joint Roundtable between Energy Community Regulators and Mediterranean Regulators

The Energy Community Regulatory Board (ECRB) and the Association of Mediterranean Energy Regulators (MEDREG) held their first joint roundtable in Athens, Greece, with a strong focus on investment promotion and customer protection, which are key priorities for both regions. On this occasion, it was highlighted that the exchange of information and expertise among regulatory associations helped improve the transparency and efficiency of energy markets while reducing barriers to investments in the member countries of these two geographically close regions.


BELGRADE, Thursday, August 07, 2014. - Methodology for Setting Electricity Public Supply Prices

AERSOn its session held on August 6, 2014, the Council of the Energy Agency has adopted the new Methodology for Setting Electricity Public Supply Prices. In comparison to the previous Methodology, certain adjustments have been made in line with the process of electricity market opening. These amendments to not influence the public supply price level.

BELGRADE, Monday, July 21, 2014. - AERS: New Methodology for Setting Natural Gas Public Supply Prices

AERS

 On its session held on July 18, the Council of the Energy Agency has adopted a new Methodology for Setting Natural Gas Public Supply Prices.

The adoption is aimed at the establishment of a single regulatory framework harmonised with the EU directives and the national legislation which enables natural gas public supply at regulated prices to the customers entitled to in in line with the Law in a transparent and non-discriminatory manner.


BELGRADE, Friday, July 18, 2014. - Approval of Transmission Network Code

AERSOn it session held on July 18, 2014, the Council of the Energy Agency (AERS) has approved the Transmission Network Code of “Elektromreža Srbije” which regulates the relations between electricity transmission system and system users.

 


BELGRADE, Wednesday, July 09, 2014. - AERS: New Natural Gas Public Supply Prices

The Council of the Energy Agency has approved new natural gas public supply prices for all 33 gas public suppliers which will be valid as of August 1, 2014. The average increase of public supply prices for households will amount to between 1.1 and 1.3%, while it will amount between 1.1. and 1.4% for all customers.

 


BELGRADE, Thursday, July 03, 2014. - Public Consultation on YUGOROSGAZ-TRANSPORT Network Code

On July 3, 2014, in compliance with the Energy Law and upon consultations with the Energy Agency of the Republic of Serbia (AERS), the company YUGOROSGAZ – TRANSPORT, LLC, Niš has published „YUGOROSGAZ-TRANSPORT Network Code“. Public consultations are thereby opened.

 


BELGRADE, Tuesday, June 24, 2014. - Decision on Regulatory Accounting Records Adopted

On its session held on June 24, 2014, the Council of the Energy Agency of the Republic of Serbia has adopted a Decision on Method, Procedure and Deadlines for Accounting Records Keeping, Unbundling Accounts for Each Activity and Submission of Data and Documentation Relevant for Regulation. This Decision more closely defines the method how energy entities which apply regulated prices which are approved by the Agency organise accounting activities, keep business records and perform unbundling accounts for each activity.


BELGRADE, Friday, June 20, 2014. - Public Consultation on Natural Gas Distribution System Code

On June 20, 2014, the Public Enterprise “Srbijagas” has announced public consultations on the document – Natural Gas Distribution System Code. This Code is an important document which enables the establishment and functioning of the natural gas market. It regulates the issues such as the procedure of connection to the distribution system, distribution system operator’s activities and relations between users and a distribution system operator.


BELGRADE, Monday, May 19, 2014. - PayPal account for flood relief opened

The Serbian government stated today that starting from 18 May it will be possible to donate humanitarian assistance to victims of floods in Serbia through PayPal service from 193 countries and the region. The payment of humanitarian assistance, through the PayPal service, can be made on the address floodrelief.gov.rs.

 


BELGRADE, Friday, April 04, 2014. - АЕRS: Amendments to the Electricity Distribution System Code

AERSThe Energy Agency Council has adopted a decision on the approval of amendments to the Electricity Distribution System Code. The amendments prescribe in detail technical conditions for the connection of power plants to the distribution system. These conditions provide more realistic dimensioning/sizing of the connection depending on maximum power of the generator and more reliable operation of power plants, while providing the security of distribution system operations.


BELGRADE, Friday, February 28, 2014. - АЕRS: Natural Gas Public Supply Price Not Changed

AERSNatural gas public supply prices which have been applied since December 1, 2013 will not be changed for the April bill either. Regulated gas price is changed once there is a change in import prices and the ratio between imported and local gas and the price is also harmonized with the changes in 15-day average dollar exchange rate. The ratio between the volumes of imported and local gas for public supply has not changed and the changes in the price of imported gas and dollar exchange rate have not reached a certain level and, therefore, the conditions for price change have not been met (prices for final customers are increased or decreased once the cumulative monthly price change at which PE Srbijagas supplies public suppliers exceeds 3%).


BELGRADE, Wednesday, January 29, 2014. - EU Twinning Project “Capacity Building for the Energy Agency of the Republic of Serbia” Successfully Completed

AERSHigh officials marked the completion of the successful EU Twinning Project “Capacity Building for the Energy Agency of the Republic of Serbia” on January 29. The Project was financed via EU grant of 1.5 million Euros and realized by the Regulatory Office for Network Industries of the Slovak Republic during 20-month time and it was aimed at capacity building of the Energy Agency of the Republic of Serbia so as to help the Agency comply with the commitments arising from the new Energy Law, EU accession process and the Treaty establishing the Energy Community.


BELGRADE, Friday, January 24, 2014. - With whom to File a Complaint against Electricity or Natural Gas Bill?

AERSIn case an electricity or natural gas customer has doubts concerning the delivered bill, he has a right to make a complaint to the supplier against the delivered bill. If he is not satisfied with how the complaint is settled, the customer can exercise legal protection in the following manner:


BELGRADE, Wednesday, January 01, 2014. - Second Phase of Electricity Market Opening in Serbia Initiated

As of the beginning of the year, the second phase of electricity market opening is initiated in Serbia. It implies that only households and small customers are entitled to be supplied at regulated electricity prices. As of January 1, 2014, all customers with at least one delivery point connected to the medium voltage are no longer entitled to regulated supply and they are supplied in the open market. The same applies to those customers with all delivery points connected to low voltage (0.4 kV) if they have more than 50 people employed or total annual revenue exceeding 10 million Euros given in RSD. There are around 3,200 of them.


BELGRADE, Tuesday, December 31, 2013. - Electricity and Natural Gas Supply Quality Control

AERSThe Energy Agency Council adopted the Rules on Monitoring Technical and Commercial Indicators and on Regulating Quality of Electricity and Natural Gas Delivery and Supply. These data will enable the Agency to define the necessary level of delivery and supply quality control, i.e. to establish standards of delivery and supply, and, in the third step, to set the level of possible penalties and compensations in cases when quality standards are not met.


BELGRADE, Thursday, December 26, 2013. - АЕRS Approved Amendment to Electricity Distribution System Code

AERSOn December 26, 2013, the Energy Agency Council adopted a decision on the approval of an amendment to the Electricity Distribution Code which relates to the definition of the load profile of customers whose total electricity consumption is metered monthly. 

 

 


BELGRADE, Friday, December 13, 2013. - AERS Approved Agreements between PE EMS and Transmission System Operators of Bulgaria and Croatia

AERSOn the session held on December 13, the Agency Council approved the agreements between the Serbian transmission system operator Public Enterprise for Electricity Transmission and Transmission System Operation “Elektromreža Srbije” - PE EMS and the transmission system operators of Bulgaria – EAD and Croatia – HOPS on the procedure for cross-border capacity allocation for 2014.

BELGRADE, Friday, November 22, 2013. - AERS: Approval of PE EMS Rules on Cross-Border Transmission Capacity Allocation for 2014

AERSOn the session of November 21, the Agency Council approved the Rules on Cross-Border Transmission Capacity Allocation in PE EMS Control Area for 2014 adopted by the Public Enterprise for Electricity Transmission and Transmission System Operation “Elektromreža Srbije” (PE EMS). During the session, the agreements between PE EMS and the transmission system operators of Hungary (MAVIR) and Romania (Transelektrika) on the procedure for cross-border capacity allocation for 2014 were also approved.

 


BELGRADE, Friday, November 15, 2013. - AERS: Lower Natural Gas Prices as of December 2013

AERSThe Council of the Energy Agency has approved lower natural gas public supply prices for all 33 natural gas public suppliers which will be applicable as of December 1, 2013. Average reduction of natural gas public supply price for households will amount to between 2.9 and 3.4%, while it will amount to between 2.7 and 3.5 for all customers. New average gas price for all households in Serbia will be on the level of RSD 44.9 and of RSD per m3 41.8 for all customers (VAT free).


BRATISLAVA, Friday, October 11, 2013. - Cooperation between Serbian and Slovak Energy Regulator

The Energy Agency of the Republic of Serbia (AERS) and the Slovak Regulatory Office for Network Industries (URSO) are now entering the final phase AERSof the Twinning Project, aimed at the capacity building of the Serbian regulatory body so as to comply with the commitments arising from the Energy Law, EU accession and the Treaty establishing the Energy Community.

AERSThe Council of the Energy Agency of the Republic of Serbia has adopted the Decision on the Amendment to the Methodology for Setting Electricity Distribution Use-of-System Charges. The Decision is published in the “Official Gazette of the Republic of Serbia”, No. 84/2013 and came into force as of September 24, 2013.


BELGRADE, Wednesday, September 04, 2013. - AVERAGE APARTMENT HEATING COSTS – 2013/2014 heating season

AERSThe highest heating costs during the 2013/2014 heating season will be borne by households using heating oil, propane butane gas and electricity directly in heating appliances and boilers for floor heating (according to the prices of fuels in early September 2013.). They need to earmark RSD 174,000 for the procurement of heating oil, RSD 131,000 for propane butane gas and RSD 106,000 for electricity. Natural gas costs are twice or three times lower and they amount to RSD 54,000. Almost the same level of costs will be borne by those households using pellets for heating purposes, if these are burned in furnaces constructed for this fuel, as well as by citizens using firewood at RSD 5,500/m3 price in low-efficiency furnaces. The lowest heating costs will covered by households using wood in those areas of Serbia where it is cheaper and, in particular, if they use more modern furnaces with the efficiency of around 70%. In that case, it takes RSD 31,000 to finance fuel purchase for the season. (LINK to comparative tables report)


BELGRADE, Friday, August 16, 2013. - Energy Agency Approved Natural Gas Transmission System Code of PE “Srbijagas”

AERS The Council of the Energy Agency has approved Natural Gas Transmission System Code of PE “Srbijagas” which was prepared by this transmission system operator. Bearing in mind that this is one of the most important and most complex bylaws in the field of natural gas, public consultations were held and text corrections and harmonisation were made. p>


BELGRADE, Thursday, August 15, 2013. - New Natural Gas Public Supply Prices Approved

AERSThe Council of the Energy Agency approved decisions of 33 public suppliers on natural gas prices. Average increase in public supply prices (VAT free) for all households in Serbia amounts to 4.4% (to 46.3 RSD/m3, while it amounts to 5.7% (to 42.9 RSD/m3) for all customers connected to distribution systems.

This price change occurred due to the increase in natural gas procurement price by 6.4% at which PE Srbijagas, as the public suppliers’ supplier selected via public tender sells this fuel to licenced public suppliers.


BELGRADE, Tuesday, August 06, 2013. - New Gas Prices for Public Suppliers – Higher Prices for Final Customers as well

AERSPE Srbijagas informed the Energy Agency that, in line with the Energy Law, within the public tender procedure, the Government of the Republic of Serbia selected this enterprise as the public suppliers’ supplier and that, in line with the tender conditions, natural gas price established for public suppliers’ supply was adopted by the Government. Tender conditions set the methodology for the establishment of this price. Within this tender procedure, the price for the third quarter of 2013 was set at the level of 453.35 USD/1,000m3, while PE Srbijagas calculated the price of public suppliers’ supply for the period as of September 1, 2013 of 39.12 RSD/m3, which amounts to 6.4% more than the former price.


BELGRADE, Tuesday, July 16, 2013. - The Agency Approved New Electricity Prices

During today’s session, the Council of the Energy Agency has approved new electricity public supply prices, since the EPS daughter company Snabdevanje (Supply) has complied with the Agency’s requirements and reduced the ineligible costs. Average electricity price increase for households amounts to 10.9%. Average price increase for all customers records 11.3%.  

 


BELGRADE, Tuesday, June 04, 2013. - “EPS Snabdevanje“ becomes electricity public supplier

AERSThe Government of the Republic of Serbia has entrusted the “EPS Snabdevanje” (“EPS Supply”), a daughter company established by the Public Enterprise “Elektroprivreda Srbije” (“Electric Power Industry of Serbia”) with a task of the electricity public supplier. Thereby, the provisions of the Energy Law and the Decision of the Government of the Republic of Serbia as of November 16, 2012 which prescribe the starting point for EPS reorganization are complied with.


BELGRADE, Tuesday, March 05, 2013. - Consultations on Projects of Energy Community Interest

AERSThe Energy Community Secretariat (ECS) announces the beginning of the period of public consultations on the list of potential Projects of Energy Community Interest (PECI) in electricity, natural gas and oil fields. The projects should encourage market integration and opening, security and continuity of supply and provide cross-border advantages in several Contracting Parties at the same time.


VIENNA, Tuesday, January 29, 2013. - Georgia wishes to become an Energy Community Contracting Party

AERSGeorgia has addressed the Presidency in Office of the Energy Community (EnC), the Republic of Serbia, with a full EnC membership application. Georgia has been an Observer to the EnC since December 2007 and its accession would move the EnC borders to the east shore of the Black Sea, EnC Secretariat in Vienna said in a statement


VIENNA, Wednesday, January 02, 2013. - Energy Community: Social Strategy Consultations

On January 2, the Energy Community launched public consultations on the outlines of the Social Strategy, which could be adopted at the Energy Community Ministerial Council meeting in October 2013, in Belgrade. The Strategy could be adopted upon the debates are being held on the PHLG level, EnC Secretariat in Vienna stated. Public consultations are aimed at collecting the views of companies, governments, regulatory bodies and other parties on two groups of issues - the affordability of energy to various consumer categories and the social dialogue among the partners in the energy sector.

On December 26, 2012, the Council of the Energy Agency of the Republic of Serbia adopted a new Methodology  for Setting Natural Gas Use-of-System Charges. The Methodology is harmonised with the 2011 Energy Law and published in the “Official Gazette of RS”, No. 123/12
